Turkey legally secures personal data

ŞEREF KILIÇLI Currently going through a phase of digitalization in both public and private sectors, Turkey is continuing to take important steps to protect personal data. In this framework, Law No. 6698 on the Protection of Personal Data entered into force on April 7, 2016. Within this law, the Personal Data Protection Agency was established and began its activities in January 2017. CONNECTED TO A STANDARD The Personal Data Protection Agency has undertaken a mission to show the way to public and private sectors in according their regulations to the law. The Personal Data Protection Agency has received consultancy requests from 188 organizations. It is underlined that the Law on the Protection of Personal Data is not a law prohibiting data process, but a disciplining law that connects it to the standard. Making Turkey a role model in the global economy that is moving towards being data-based is also among one of the aims of the Personal Data Protection Agency. THE RESPONSIBILITIES OF ORGANIZATIONS Relevant organizations will fulfill their obligations through the data officer. The data officer has an important responsibility in securing personal data. The data officer will be responsible for the unlawful processing of personal data, the prevention of unlawful access and the maintenance of personal data. The officer also has to take all necessary technical and administrative measures to ensure the level of security. AUDIT THOSE RESPONSIBLE The Personal Data Protection Agency will audit its own data officers through a system called ‘Data Responsibility Registry’ (VERBIS). VERBIS is a registration system in which data officers have to register and declare information about data processing activities. This system aims to explain who is responsible for the data and to improve the effectiveness of how touse the right to protect personal data. 8 TASKS FOR LEGAL COMPLIANCE In order to comply with the Law on the Protection of Personal Data, private institutions and public institutions need to: * Assign officers for personal data protection * Conduct data analysis * Create a personal data processing inventory * Prepare a personal data laundering and destruction policy * Train and raise awareness among employees * Pursue confidentiality agreements * Prepare information leaflets * Determine periodic destruction time GIANT PLANT FOR AIRCRAFT PRODUCTION The center of aerospace and space in Turkey, the Turkish Aerospace (TAI), is building the world’s fourth biggest composite plant under one roof. The facility, which will be realized with an investment of 181 million dollars, will have an indoor area of 95 thousand square meters. The plant will produce high technology, quality and efficiency.The plant will produce structural parts of air vehicles, such as helicopters, and will meet 2 percent of the world’s need for air structural composites. In addition to developing its own air vehicles, TAI will also produce for major aerospace giants such as Airbus and Boeing. EYES IN SPACE Rapidly increasing its work on space technologies, Turkey’s Rasat, Göktürk-1 and Göktürk observation satellites is keeping the pulse of the world from outer space. Turkey has 6 active satellites, 3 being in communications and 3 observation satellites. Türksat 3A, Türksat 4A and Türksat 4B satellites for communication, and Rasat, Göktürk-1 and Göktürk-2 satellites are used for observation. Rasat: Being designed and produced in Turkey, Rasat is Turkey’s first ground observation satellite. It was first launched from Russia in 2011 and has completed 2,716 tasks. Göktürk-1: Constructed on one of the most advanced systems, this satellite is among the observation satellites. It was sent from the Guiana Space Center in France in 2016. Göktürk-2: Turkey’s high-resolution land exploration satellite, Göktürk-2, was launched to its mission orbit from China in 2012. IMECE: IMECE and Turkey’s first communications satellite, Türksat 6A, is expected to take its place in space in 2021.

Historical taste stops in Istanbul

SÜMEYRA YARIŞ TOPAL Having been the capital of three different civilizations, in addition to its rich history and culture, Istanbul continu­­es to fascinate visitors with its rich cuisine. The culinary culture of civilizations it has been home to has been passed on and therefore being in Istanbul means eating fish at the Bosphorus, eating yogurt at Kanlıca and drinking boza at Vefa. Here are some of the historical taste stops that carry the legacy of empires in Istanbul. OPENED WITH A CEREMONY BY SULTAN ABDULHAMID The oldest restaurant in Istanbul, Haci Abdullah Restaurant, dates back to1888. It was opened during the reign of Abdülhamid II, with his own request. The 131-year-old restaruant, which works with the principle of master-apprentice, welcomes its visitors on the historical streets of Istiklal. Not having changed the taste of its meals, Haci Abdullah Restaurant is most famous for its compotes and pickles. Visitors can also taste other dishes from the Turkish cuisine including Manisa kebab, saffron and rice dessert, and dishes of mutton or chicken and coarsley ground wheat, artichoke and stuffed leaves. IT’S ONLY GOT MEATBALLS ON THE MENU The famous Filibe Köftecisi, whose history and reputation does not fit into space, welcomes its guests at tiny tables in a very small restaurant. Placing more importance on the taste of the dishes they serve rather than the location of the shop, Filibe Köftecisi was established in 1893. Offering its dishes to visitors in a small and warm atmosphere, Filibe Köftecisi has quite a plain menu. The menu of the 126-year-old establishment only offers meatballs, haricot bean salad and yogurt desert, and continues to serve customers at the Sirkeci Hocapaşa Street in the Historic Peninsula. KEBAB THAT’S BEEN MADE FOR A CENTURY Introducing the richness of Turkish cuisine to the world, Develi Kebab was established in 1912. Starting off with only kebab and steak tartar a la turca and later increasing the variety of dishes it offers, Develi Kebab’s first branch was opened in Samatya. It currently has 10 different branches. Accompanied by one of Istanbul’s most quiet and peaceful areas, Kalamış, and its view of the Bosphorus, Samatya’s most exclusive dishes are the steak tartar a la turca and kebab with a specific Antep touch. Other dishes found in the historical restaurant include cold white beans vinaigrette, kunafah, fish and various other meat dishes. A JOURNEY THAT BEGAN WITH FOUR TABLES One of the taste stops that has been symbolized with Istanbul is Konyali Restaurant, which opened its doors in 1897. The historical restaurant began with just four chairs and 16 seats. Now the reputation of this historical place has exceeded the borders of Turkey and across the world. Offering its delicious dishes to guests at both Topkapı Palace and Sirkeci, the historical restaurant has hosted many famous figures from Atatürk to Queen of England, Queen Elizabeth II, former U.S. President Richard Nixon to Pakistani Prime Minister Benazir Butto. It is possible to taste various Turkish dishes at the restaurant including, egg with onion, cutlet, aside, borani, stuffed and roasted lamb, roast stuffed chicken, and kebab with eggplant purec. HOSTED MONARCHS AND STATESMAN Pandeli Restaurant is a taste stop that has carried the traditional tastes of the Ottoman Empire until today. All the tastes of Istanbul can be enjoyed in this 118-year-old Egyptian Bazaar, accompanied by a view of the Historic Peninsula. The restaurant is reached through the unique atmosphere of the bazaar, and dates back to 1901. It is possible to taste the delicacies of Istanbul under the restaurant’s domed ceiling, walls covered with blue tiles and crystal chandeliers. The restaurant hosted many statesmen such as the Queen of England, King Faisal, the Iranian Sheikh, Queen Sureyya and Gorbachev. The restaurant surely reflects its century-long accumulation and offers guests a range of dishes including, seabass, barbeque, roast stuffed chicken and vegetables, lamb roasted on the tandour, aubergine and doner pastry. Historical promotion of employment

ADEM ORHUN Having big potential for investors with its young population, Turkey is offers very attractive incentives to increase production and employment. Under certain incentives that reduce the employer’s premium and tax burden, the wages of workers are also covered by the state in certain situations. These incentives that are going to continue until December 2020 will also give advantage to foreign investors. Many attractive employment incentives are being pursued in order to increase the dynamic work environment in Turkey. The new incentives offered in Februaryby legal regulations will continue until the end of 2020. New incentive schemes offer employers an advantageous opportunity if employees are taken into education and then placed on the job. Here are the main incentives for new employment: PREMIUM AND TAX For every new worker, the state covers insurance and tax for 12 months. This is extended to 18 months for women, disabled, and males aged 18-25 years old. It is also extended to 18 months to support further employment in the manufacturing and informatics sectors (this support will continue until December 2020). Short work allowance: In a situation where the employer has to reduce working hours due to economic reasons, the state compensates for the hours lost for a 3 month period. In this situation, an application is made to İŞKUR. Wages are paid from the Unemployment Insurance Fund for three months. MINIMUM WAGE Minimum wage support: If there are less than 500 workers in a business, the state contributes 150 TL per worker for 12 months. For businesses that have over 500 workers, the state contributes 101 TL per worker for 12 months. In 2019 this support will be provided to those who increase their number of workers in comparison to the previous year. Continuous support for regular payments: 5 percentage points of the employer’s share of social security premiums are covered by the government. This rate is 128 TL per month. Additional support for development: In addition to the 5 point reduction in social security premiums, a 6-point support will also be applied in 51 provinces and two districts that are prioritized in terms of development. QUALIFIED WORKFORCE Full education support for a qualified workforce:Job training is provided via the provincial directorates of the Chamber of Industry, İŞKUR and Borsa Istanbul. Providing both theoretical and practical training, these courses can take up to 8 months. In line of the demands of employers, the programs are designed to establish a qualified workforce. Participants are given 2,021 TL in support for 8 months. Retained use of incentives:Apart from the month the application was made, incentives are offered for 5 months prior to the application date. In addition, changes requested for incentives are also taken into consideration. ON-THE-JOB TRAINING First on-the-job training and then employment support: During training at the workplace, participants are paid a monthly payment of 2,021 TL for 3 months. This extends for 6 months in the manifacturing, industry and IT sectors. A payment of 2,210 TL is made for a 9-month period for 18-29 year olds in areas such as cyber security, coding, and renewable energy. The participants’ general health insurance occupational accident and occupational disease premiums are covered by the government. Females who attend the on-the-job training programs in the manufacturing sector are provided with an additional child care support of 400 TL per month. Employers that have at least two insured employees can benefit from the employment support provided after the on-the-job training. Employers can request a number of participants that constitute up to 30 percent of their workforce. The employer must give a 50 percent employment commitment to those on-the-job training.

With a population of 15 million Istanbul left behind 129 countries

Sitting in the wheelhouse of Turkey’s economy, the 8,500 year old city, Istanbul, overtook 129 countries with its population exceeding 15 million. Considering that there are 201 countries around the world, Istanbul is home to a population that leaves behind 129 countries, including, Belgium, Greece, Portugal, Austria, Switzerland, Norway, Denmark and Cuba. EQUIVALENT TO 41 COUNTRIES Being one of the world’s largest metropoles, Istanbul’s population is also equivalent to the population of 41 countries put together. 41 countries, including Luxembourg, Montenegro, Malta, Iceland, Dominic Republic, Bahamas and the Virgin Islands put together only make one Istanbul. A 1,2 MILLION INCREASE According to statistics provided by the United Nations Population Fund (UNFPA) and the Turkish Statistical Institute, Turkey’s population has increased by 1,2 million and reached 82 million. 18.6 percent of this population lives in Istanbul. In the last 5 years, 868 thousand 764 people joined the population of Istanbul and the city reached its peak with 15 million 29 thousand and 231 people. Istanbul makes up 0,007 of Turkey’s total surface; 5 thousand 462 square kilometers. The number of people per square kilometer in the city is 2 thousand 892. With an intense young population, Istanbul is also a student city. One in every 5 people living in the city is a student. THE CAPITAL OF TRADE Alongside its leadership in population density, Istanbul is also the capital of economics and trade. It holds 20 percent of the labor force in Turkey. The business world in Istanbul accounts for 27 percent of national income. Last year Turkey broke its all-time record with a level of 168,1 billion dollars worth of export. 42 percent of this number was from Istanbul. The megacity’s share in exports is 72,1 billion dollars. 37 out of 100 corporate tax payers are located in Istanbul. Therefore, the fact that things are going well in the economy’s locomotive city, which makes us say ‘its paved with gold from its stones to soil,’ is an important illustration of the fact that Turkey’s economy is developing and growing. HOSTED 13 MILLION TOURISTS According to statistics provided by the Istanbul Provincial Directorate of Culture and Tourism, the megacity hosted 13,4 million foreign tourists in the last year. The largest proportion of visitors were from Germany and accounted to around 1,07 million visitors. Tourists from Iran, Saudi Arabia, Russia, Iraq, the UK, France and U.S. are also among the top of the list. The number of tourists from Arab countries exceeded over 3 million. The number of vehicles in traffic is the same as the number of the total population of 20 provinces According to the data on motor vehicles, as of December 2018, there are 4 million 173 thousand 312 vehicles registered in Istanbul. When calculating the total population of 20 provinces across Turkey, the resulting figure is equivalent to the number of vehicles in Istanbul.
