Bu olay, \u00c7in\u2019in Ku\u015fak ve Yol Giri\u015fimi\u2019ni yeniden g\u00fcndemimize ta\u015f\u0131d\u0131. <\/span><\/p>  <p><span class=\"large\">Hi\u00e7 \u015f\u00fcphesiz bu giri\u015fim, tarihsel k\u00f6klerine hassas bir ba\u011fl\u0131l\u0131kla ama art\u0131k \u00e7ok farkl\u0131 yeni bir d\u00fcnyada gelmi\u015f ge\u00e7mi\u015f en b\u00fcy\u00fck lojistik projelerinden biri. \u00d6te yandan, sadece bir lojistik projesi de de\u011fil!<\/span><\/p>  <p><span class=\"large\">\u2018Ne demek istiyorsun\u2019 derseniz, anlatay\u0131m: Hepimiz fark\u0131nday\u0131z. Bu geli\u015fme yeni bir fiili durum ortaya \u00e7\u0131kard\u0131. Pay\u0131n\u0131 art\u0131ran \u00fclkeler a\u011f\u0131rl\u0131kl\u0131 olarak Asya\u2019da. T\u00fcketim merkezleri ise Avrupa ve Amerika\u2019da olmaya devam ediyor. Bu durumda \u00fcretim merkezlerindeki mallar\u0131 t\u00fcketim merkezlerine m\u00fcmk\u00fcn olan en ucuz maliyetle ve en y\u00fcksek h\u0131zda ta\u015f\u0131mak son derece \u00f6nemli. Bir ba\u015fka ifadeyle Do\u011fu\u2019da \u00fcretileni <\/span><span class=\"large\">Bat\u0131 pazarlar\u0131na iletmek... D\u00fcnyan\u0131n yeniden \u015fekillenmesinde de... Bu \u00e7er\u00e7evede hem \u2018jeoekonomik\u2019 hem de \u2018jeopolitik\u2019 boyutlar\u0131 geni\u015flemeye ve \u00e7e\u015fitlenmeye m\u00fcsait son derece \u00f6nemli bir program olu\u015fturuyor. <\/span><\/p>  <p><span class=\"large\">\u00c7in\u2019in, altyap\u0131 i\u00e7in yapt\u0131\u011f\u0131 b\u00fcy\u00fck yat\u0131r\u0131mlar\u0131n yan\u0131 s\u0131ra \u015fu ana kadar 123 \u00fclke ve 29 uluslararas\u0131 \u00f6rg\u00fct ile \u2018Ku\u015fak ve Yol \u0130\u015fbirli\u011fi Belgesi\u2019 imzalamas\u0131 bo\u015funa de\u011fil. <\/span><\/p>  <p><span class=\"large\"><strong>***<\/strong><\/span><\/p>  <p><span class=\"large\">Hi\u00e7 ku\u015fku yok ki, 65 \u00fclkeyi kapsayan ve milyarlarca dolarl\u0131k yat\u0131r\u0131m\u0131 i\u00e7eren \u00c7in\u2019in \u2018Ku\u015fak ve Yol\u2019 giri\u015fimi, k\u00fcresel \u00e7apta ekonomik ve siyasi iradelere y\u00f6n verecek bir giri\u015fim. Bu giri\u015fimle sadece ekonominin a\u011f\u0131rl\u0131\u011f\u0131n\u0131n Atlantik\u2019ten Pasifik\u2019e kay\u0131\u015f\u0131 tescillenmiyor. Etkili karar merkezlerinin de yer de\u011fi\u015ftirmesine zemin haz\u0131rlan\u0131yor. Belki de \u00e7ok uzak olmayan bir zamanda Cenevre kadar Astana, Washington kadar Pekin de uluslararas\u0131 g\u00f6r\u00fc\u015fmelerin merkezi olacak. <\/span><\/p>  <p><span class=\"large\">B\u00fct\u00fcn bu de\u011fi\u015fimin \u00fclkeler \u00fczerindeki etkileri ise yekpare olmayacak. Ancak tehditler de bar\u0131nd\u0131r\u0131yor olabilir. <\/span><\/p>  <p><span class=\"large\">Nas\u0131l m\u0131? \u00d6rne\u011fin, T\u00fcrkiye a\u00e7\u0131s\u0131ndan bakal\u0131m. Konumumuz itibariyle d\u00fcnyan\u0131n en b\u00fcy\u00fck iki t\u00fcketim merkezinden birinin, Avrupa\u2019n\u0131n kom\u015fusuyuz. Ticarette en b\u00fcy\u00fck avantajlar\u0131m\u0131zdan biri de bu. <\/span><\/p>  <p><span class=\"large\">20 trilyon dolar\u0131n \u00fczerinde ekonomik b\u00fcy\u00fckl\u00fc\u011fe sahip AB\u2019ye co\u011frafi yak\u0131nl\u0131\u011f\u0131m\u0131z\u0131 ve \u00fcretim g\u00fcc\u00fcm\u00fcz\u00fc kullanarak pek \u00e7ok \u00fcr\u00fcn sat\u0131yoruz. Bug\u00fcn T\u00fcrk konfeksiyon \u00fcreticileri diyelim ki, Avrupal\u0131 i\u00e7 \u00e7ama\u015f\u0131r\u0131 al\u0131c\u0131lar\u0131n verdi\u011fi bir sipari\u015fi, \u00fcretim s\u00fcreci dahil en \u00e7ok 3-4 haftada teslim edebiliyor. Elektronik aksaml\u0131 trenin toplam uzunlu\u011fu bir kilometreye yak\u0131n: 820 metre. Kazakistan, Azerbaycan, G\u00fcrcistan\u2019\u0131n ard\u0131ndan Kars \u00fczerinden T\u00fcrkiye\u2019ye giri\u015f yapan tren, iki k\u0131ta, 10 \u00fclke ve iki denizi a\u015farak 11 bin 483 kilometrelik yolu katederek son dura\u011f\u0131 olan \u00c7ekya\u2019n\u0131n ba\u015fkenti Prag\u2019a ula\u015ft\u0131.<\/span><\/p>  <p><span class=\"large\"><strong>ORTA KOR\u0130DOR YEN\u0130 KAPILAR A\u00c7AB\u0130L\u0130R<\/strong><\/span><\/p>  <p><span class=\"large\">\u00c7in Demiryolu Ekspresi\u2019nin Bak\u00fc-Tiflis-Kars demiryolu hatt\u0131n\u0131 izleyerek T\u00fcrkiye\u2019ye giri\u015f yapmas\u0131 ve oradan da Marmaray\u2019la Avrupa\u2019ya ge\u00e7i\u015fi, sadece tarihi bir \u00f6neme sahip de\u011fil. Ayn\u0131 zamanda, \u2018Demir \u0130pek Yolu\u2019 ya da \u2018Orta Koridor\u2019 olarak adland\u0131r\u0131lan bu hatt\u0131n Modern \u0130pek Yolu \u00e7er\u00e7evesinde T\u00fcrkiye i\u00e7in bir stratejik alan haline gelmesinin somutla\u015fmas\u0131 da demek. \u00d6zellikle de hatt\u0131n ba\u011flant\u0131l\u0131 oldu\u011fu Hazar Denizi ve \u00e7evresiyle... Hazar, Tek Ku\u015fak, Tek Yol giri\u015fimine eklemlenerek, \u00c7in\u2019in Bat\u0131 Avrasya ile ba\u011flant\u0131lar\u0131n\u0131 g\u00fc\u00e7lendirdi\u011fi gibi T\u00fcrkiye\u2019nin de \u00e7o\u011fu h\u0131s\u0131m ve akrabam\u0131z olan Orta Asya devletleriyle ba\u011flant\u0131lar\u0131n\u0131 g\u00fc\u00e7lendirme potansiyeline sahip. <\/span><\/p>  <p><span class=\"large\">Orta Koridor, T\u00fcrkiye\u2019den hareket edildi\u011finde, \u00f6nce Hazar Denizi\u2019nin bat\u0131s\u0131nda Bak\u00fc\u2019ye, oradan Hazar\u2019\u0131n \u00fcst\u00fcnden kuzey do\u011fu k\u0131y\u0131s\u0131ndaki Kazakistan Aktau\u2019daki Kuryk Liman\u0131\u2019na veya g\u00fcneydo\u011fu k\u0131y\u0131s\u0131ndaki T\u00fcrkmenistan\u2019\u0131n T\u00fcrkmenba\u015f\u0131 Liman\u0131\u2019na eri\u015fiyor. Daha sonra ise bu hatlar \u00fczerinden ya Kazakistan-\u00d6zbekistan-K\u0131rg\u0131zistan g\u00fczergah\u0131n\u0131 ya da T\u00fcrkmenistan-\u00d6zbekistan-Tacikistan karayolu g\u00fczergah\u0131n\u0131 izleyerek \u00c7in\u2019e ula\u015f\u0131yor. <\/span><\/p>  <p><span class=\"large\">Bu koridor, \u00c7in\u2019in yan\u0131 s\u0131ra denize \u00e7\u0131k\u0131\u015f\u0131 olmayan Afganistan dahil denize \u00e7\u0131k\u0131\u015f\u0131 olmayan bir \u00e7ok \u00fclkeyi Karadeniz ve Akdeniz ile bulu\u015fturuyor. T\u00fcketim merkezleri ise Avrupa ve Amerika\u2019da olmaya devam ediyor. Bu durumda \u00fcretim merkezlerindeki mallar\u0131 t\u00fcketim merkezlerine m\u00fcmk\u00fcn olan en ucuz maliyetle ve en y\u00fcksek h\u0131zda ta\u015f\u0131mak son derece \u00f6nemli. Bu \u00e7er\u00e7evede hem \u2018jeoekonomik\u2019 hem de \u2018jeopolitik\u2019 boyutlar\u0131 geni\u015flemeye ve \u00e7e\u015fitlenmeye m\u00fcsait son derece \u00f6nemli bir program olu\u015fturuyor. <\/span><\/p>  <p><span class=\"large\">\u00c7in\u2019in, altyap\u0131 i\u00e7in yapt\u0131\u011f\u0131 b\u00fcy\u00fck yat\u0131r\u0131mlar\u0131n yan\u0131 s\u0131ra \u015fu ana kadar 123 \u00fclke ve 29 uluslararas\u0131 \u00f6rg\u00fct ile \u2018Ku\u015fak ve Yol \u0130\u015fbirli\u011fi Belgesi\u2019 imzalamas\u0131 bo\u015funa de\u011fil. <\/span><\/p>  <p><span class=\"large\"><strong>***<\/strong><\/span><\/p>  <p><span class=\"large\">Hi\u00e7 ku\u015fku yok ki, 65 \u00fclkeyi kapsayan ve milyarlarca dolarl\u0131k yat\u0131r\u0131m\u0131 i\u00e7eren \u00c7in\u2019in \u2018Ku\u015fak ve Yol\u2019 giri\u015fimi, k\u00fcresel \u00e7apta ekonomik ve siyasi iradelere y\u00f6n verecek bir giri\u015fim. Bu giri\u015fimle sadece ekonominin a\u011f\u0131rl\u0131\u011f\u0131n\u0131n Atlantik\u2019ten Pasifik\u2019e kay\u0131\u015f\u0131 tescillenmiyor. Etkili karar merkezlerinin de yer de\u011fi\u015ftirmesine zemin haz\u0131rlan\u0131yor. Belki de \u00e7ok uzak olmayan bir zamanda Cenevre kadar Astana, Washington kadar Pekin de uluslararas\u0131 g\u00f6r\u00fc\u015fmelerin merkezi olacak. <\/span><\/p>  <p><span class=\"large\">B\u00fct\u00fcn bu de\u011fi\u015fimin \u00fclkeler \u00fczerindeki etkileri ise yekpare olmayacak. Hen\u00fcz ba\u015flang\u0131\u00e7 a\u015famas\u0131nda say\u0131lacak Ku\u015fak ve Yol giri\u015fiminin \u00fclkeler i\u00e7in bir\u00e7ok f\u0131rsat bar\u0131nd\u0131rd\u0131\u011f\u0131 a\u00e7\u0131k. Ancak tehditler de bar\u0131nd\u0131r\u0131yor olabilir. <\/span><\/p>  <p><span class=\"large\">Nas\u0131l m\u0131? \u00d6rne\u011fin, T\u00fcrkiye a\u00e7\u0131s\u0131ndan bakal\u0131m. Konumumuz itibariyle d\u00fcnyan\u0131n en b\u00fcy\u00fck iki t\u00fcketim merkezinden birinin, Avrupa\u2019n\u0131n kom\u015fusuyuz. Ticarette en b\u00fcy\u00fck avantajlar\u0131m\u0131zdan biri de bu. <\/span><\/p>  <p><span class=\"large\">20 trilyon dolar\u0131n \u00fczerinde ekonomik b\u00fcy\u00fckl\u00fc\u011fe sahip AB\u2019ye co\u011frafi yak\u0131nl\u0131\u011f\u0131m\u0131z\u0131 ve \u00fcretim g\u00fcc\u00fcm\u00fcz\u00fc kullanarak pek \u00e7ok \u00fcr\u00fcn sat\u0131yoruz. Bug\u00fcn T\u00fcrk konfeksiyon \u00fcreticileri diyelim ki, Avrupal\u0131 i\u00e7 \u00e7ama\u015f\u0131r\u0131 al\u0131c\u0131lar\u0131n verdi\u011fi bir sipari\u015fi, \u00fcretim s\u00fcreci dahil en \u00e7ok 3-4 haftada teslim edebiliyor. Bu \u00fclkeye kar\u015f\u0131 ciddi d\u0131\u015f ticaret a\u00e7\u0131\u011f\u0131 veriyoruz. Bu, elbette \u00f6ncelikle bizim \u00e7\u00f6zmemiz gereken bir sorun. Ama d\u00fc\u015f\u00fcnmeden edemiyoruz. Ayn\u0131 zamanda, \u2018Demir \u0130pek Yolu\u2019 ya da \u2018Orta Koridor\u2019 olarak adland\u0131r\u0131lan bu hatt\u0131n Modern \u0130pek Yolu \u00e7er\u00e7evesinde T\u00fcrkiye i\u00e7in bir stratejik alan haline gelmesinin somutla\u015fmas\u0131 da demek. \u00d6zellikle de hatt\u0131n ba\u011flant\u0131l\u0131 oldu\u011fu Hazar Denizi ve \u00e7evresiyle... Hazar, Tek Ku\u015fak, Tek Yol giri\u015fimine eklemlenerek, \u00c7in\u2019in Bat\u0131 Avrasya ile ba\u011flant\u0131lar\u0131n\u0131 g\u00fc\u00e7lendirdi\u011fi gibi T\u00fcrkiye\u2019nin de \u00e7o\u011fu h\u0131s\u0131m ve akrabam\u0131z olan Orta Asya devletleriyle ba\u011flant\u0131lar\u0131n\u0131 g\u00fc\u00e7lendirme potansiyeline sahip. <\/span><\/p>  <p><span class=\"large\">Orta Koridor, T\u00fcrkiye\u2019den hareket edildi\u011finde, \u00f6nce Hazar Denizi\u2019nin bat\u0131s\u0131nda Bak\u00fc\u2019ye, oradan Hazar\u2019\u0131n \u00fcst\u00fcnden kuzey do\u011fu k\u0131y\u0131s\u0131ndaki Kazakistan Aktau\u2019daki Kuryk Liman\u0131\u2019na veya g\u00fcneydo\u011fu k\u0131y\u0131s\u0131ndaki T\u00fcrkmenistan\u2019\u0131n T\u00fcrkmenba\u015f\u0131 Liman\u0131\u2019na eri\u015fiyor. Daha sonra ise bu hatlar \u00fczerinden ya Kazakistan-\u00d6zbekistan-K\u0131rg\u0131zistan g\u00fczergah\u0131n\u0131 ya da T\u00fcrkmenistan-\u00d6zbekistan-Tacikistan karayolu g\u00fczergah\u0131n\u0131 izleyerek \u00c7in\u2019e ula\u015f\u0131yor. <\/span><\/p>  <p><span class=\"large\">Bu koridor, \u00c7in\u2019in yan\u0131 s\u0131ra denize \u00e7\u0131k\u0131\u015f\u0131 olmayan Afganistan dahil denize \u00e7\u0131k\u0131\u015f\u0131 olmayan bir \u00e7ok \u00fclkeyi Karadeniz ve Akdeniz ile bulu\u015fturuyor.
