Bu ba\u011flamda i\u015fsizli\u011fin azalt\u0131lmas\u0131,mesle\u011fi olmayani\u015fsizlerin meslek sahibi yap\u0131lmas\u0131, i\u015fg\u00fcc\u00fc verimlili\u011finin y\u00fckseltilmesi, stratejik sekt\u00f6rlerin, i\u015fverenlerin ve \u00fcretimin desteklenmesi amac\u0131yla te\u015fvik ve destekler b\u00fcy\u00fck \u00f6nem arz ediyor.<\/span><\/p>  <p><span class=\"large\">\u00dclkemizde \u00f6zellikle son 15 y\u0131lda t\u00fcm i\u015fyerlerine y\u00f6nelik her y\u0131l artan oranda \u00e7ok \u00e7e\u015fitli cazip te\u015fvik ve desteklerin uygulanmaya devam edildi\u011fi g\u00f6r\u00fcl\u00fcyor. Bu destek ve te\u015fviklerle bir yandan geri kalm\u0131\u015f \u015fehirlerin\/b\u00f6lgelerin kalk\u0131nd\u0131r\u0131lmas\u0131, stratejik sekt\u00f6rlerin geli\u015ftirilmesi ama\u00e7lan\u0131rken, di\u011fer yandan ilk defa \u00e7al\u0131\u015fmaya ba\u015flayacak tecr\u00fcbesiz gen\u00e7ler, kad\u0131nlar, engelliler ile di\u011fer dezavantajl\u0131 gruplar\u0131n istihdama kat\u0131lmalar\u0131n\u0131n sa\u011flanmas\u0131 hedefleniyor.<\/span><\/p>  <p><span class=\"large\"><strong>2019\u2019DA YAPILAN YEN\u0130L\u0130KLER<\/strong><\/span><\/p>  <p><span class=\"large\">\u0130stihdam te\u015fvik ve desteklerinin uygulanmas\u0131 ile birlikte SGK primlerinin d\u00fczenli \u00f6denmesi, kay\u0131t d\u0131\u015f\u0131l\u0131\u011f\u0131n \u00f6nlenmesi ve ilave istihdam\u0131n sa\u011flanmas\u0131na \u00f6nemli oranda katk\u0131da bulunuldu. \u00d6zel sekt\u00f6r i\u015fverenlerine, 2019 y\u0131l\u0131nda belirli \u015fartlarla i\u015fe ald\u0131klar\u0131 sigortal\u0131lar i\u00e7in yararland\u0131klar\u0131 prim deste\u011fine ilave g\u00fcnl\u00fck 67,36 TL olmak \u00fczere \u00fc\u00e7 ayl\u0131k \u00fccret deste\u011fi verildi. \u00dccret deste\u011finin SGK taraf\u0131ndan i\u015fyerinin ilgili ayda veya sonraki aylarda olu\u015facak prim bor\u00e7lar\u0131ndan mahsup edilmesi, i\u015fverene \u00f6deme yap\u0131lmamas\u0131 \u015feklinde uyguland\u0131. <\/span><\/p>  <p><span class=\"large\">B\u00f6lgesel istihdam te\u015fviki kapsam\u0131nda ilave6 puan primindirimi imk\u00e2n\u0131ndan yararlanma s\u00fcresi uzat\u0131ld\u0131. 2016 y\u0131l\u0131nda ba\u015flat\u0131lan asgari \u00fccret deste\u011fi 2019 y\u0131l\u0131nda da devam ettirildi. S\u00f6z konusu destek, 2020 y\u0131l\u0131nda da de\u011fi\u015fik \u015fartlarla s\u00fcrd\u00fcr\u00fclerek asgari \u00fccrette ger\u00e7ekle\u015fen maliyet art\u0131\u015f\u0131nda i\u015fverenlere destek sa\u011flad\u0131.<\/span><\/p>  <p><span class=\"large\"><strong>UYGULAMA BAS\u0130TLE\u015eT\u0130R\u0130LECEK<\/strong><\/span><\/p>  <p><span class=\"large\">Halen 14\u2019\u00fc a\u015fk\u0131n say\u0131da ve de\u011fi\u015fik \u015fartlara haiz te\u015fvik\/destek uygulan\u0131yor. Bu nedenle mevcut te\u015fvik sistemi karma\u015f\u0131k ve da\u011f\u0131n\u0131k <\/span><span class=\"large\">bir yap\u0131da. \u0130\u015fletmeler, hangi te\u015fvikten yararlanabileceklerini, hangisinden yararlanamayacaklar\u0131n\u0131 ay\u0131rt etmekte zorland\u0131\u011f\u0131ndan, pek \u00e7ok i\u015fletme konuyla ilgili uzman kurulu\u015flardan dan\u0131\u015fmanl\u0131k almak zorunda kal\u0131yor ve buna da ayr\u0131ca bir kaynak ay\u0131r\u0131yor. \u0130kincil mevzuatla getirilen d\u00fczenlemelerin kanunu s\u0131n\u0131rlay\u0131c\u0131, uygulamay\u0131 zorla\u015ft\u0131r\u0131c\u0131 h\u00fck\u00fcmler i\u00e7ermesi te\u015fviklerin etkisini s\u0131n\u0131rlad\u0131, baz\u0131 i\u015fyerlerini te\u015fvikten yararlanmaktan cayd\u0131rd\u0131. Te\u015fvik indirim miktar\u0131n\u0131n analizi i\u00e7in \u2018Te\u015fvik Hesaplama Men\u00fcs\u00fc\u2019 olu\u015fturuldu. Sosyal Hizmetler Kanunu\u2019nda (2828 say\u0131l\u0131 Kanun) belirtilen sosyal hizmetlerden faydalanan-lar\u0131n istihdam\u0131 halinde te\u015fvik ile ilgili i\u015flemlerin elektronik ortamda yap\u0131lmas\u0131 sa\u011fland\u0131.
