Do\u011fu Afrika\u2019n\u0131n B\u00fcy\u00fck G\u00f6ller B\u00f6lgesi ve \u00c7ad G\u00f6l\u00fc yan\u0131nda Nil, Nijer, Kongo, Zambezi, Logon ve \u015eari gibi bir\u00e7ok b\u00fcy\u00fck ve k\u00fc\u00e7\u00fck nehirleri, \u015fimdilerde bunlar \u00fczerinde in\u015fa edilen barajlar\u0131 da \u00e7evrelerinde ya\u015fayan insanlar kadar t\u00fcm canl\u0131lar\u0131n da i\u00e7me su ihtiyac\u0131n\u0131 kar\u015f\u0131l\u0131yor. Dahas\u0131 buralardan da belli oranlarda tatl\u0131 su bal\u0131\u011f\u0131 avlan\u0131yor. Sanayi bal\u0131k\u00e7\u0131l\u0131\u011f\u0131n\u0131n Afrika sahillerine giri\u015fi 1970\u2019li y\u0131llara rastl\u0131yor. Somali gibi devletler i\u00e7 karga\u015fa ile m\u00fccadele ederken yabanc\u0131 bal\u0131k teknelerinin y\u00fczde 90\u2019\u0131 yasaklanan b\u00f6lgelerde rahat\u00e7a avlan\u0131yorlard\u0131.<\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> Atlas Okyanusu\u2019nun \u00f6zellikle Moritanya a\u00e7\u0131klar\u0131ndan ba\u015flay\u0131p Gine K\u00f6rfezi\u2019ne kadar uzanan Senegal, Gambiya, Gine Bissau ve Gine sahilleri \u00f6zellikle birer bal\u0131k deryas\u0131yd\u0131. Sahillere yak\u0131n sularda basit ah\u015fap tekneleriyle g\u00fcndelik ihtiya\u00e7lar\u0131n\u0131 avlay\u0131p yerel pazarlarda m\u00fc\u015fterilerine ula\u015ft\u0131r\u0131yorlard\u0131. Geleneksel bal\u0131k\u00e7\u0131l\u0131k meslekleri ile hem kendileri hem de limanlarda ak\u015fam \u00fczeri d\u00f6n\u00fc\u015flerini bekleyen kad\u0131nlar, bunlar\u0131 m\u00fc\u015fterilerinin isteklerine g\u00f6re temizleyip sat\u0131yor, k\u0131sacas\u0131 herkes ge\u00e7imini bundan sa\u011fl\u0131yordu.<\/span><\/p>  <p><span class=\"large\">K\u0131tan\u0131n sadece bu sahillerinde bug\u00fcnlerde bile takriben 7 milyon yerlinin bu i\u015fle hayat\u0131n\u0131 kazand\u0131\u011f\u0131 tahmin ediliyor. E\u011fer yap\u0131lan takiplerde su\u00e7 i\u015fleyenler tespit edilirlerse devletleri bunlarla ilgili hi\u00e7bir i\u015flem yapm\u0131yor. \u00c7\u00fcnk\u00fc o teknelerin kendilerine ait olmad\u0131\u011f\u0131n\u0131 ifade ediyorlar.<\/span><br><span class=\"large\"> <strong><\/strong><\/span><br><span class=\"large\"> <strong>BALIK UNU FABR\u0130KALARI<\/strong><\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> Geleneksel bal\u0131k\u00e7\u0131l\u0131kla en b\u00fcy\u00fck rakibi bal\u0131k unu ve bal\u0131k ya\u011f\u0131 yapmak \u00fczere ciddi anlamda te\u015fvik edilen sanayi bal\u0131k\u00e7\u0131l\u0131\u011f\u0131 aras\u0131ndaki a\u00e7\u0131, her ge\u00e7en g\u00fcn birincinin aleyhine b\u00fcy\u00fcyor. Deniz dibinde irili ufakl\u0131 t\u00fcm bal\u0131klar\u0131 kendilerine avlanma sahalar\u0131 olarak belirlenen yakla\u015f\u0131k 45 km a\u00e7\u0131kta yakalamalar\u0131 gereken b\u00fcy\u00fck tekneler, \u00e7o\u011fu zaman sadece bal\u0131\u011f\u0131n bulundu\u011fu yere y\u00f6neliyorlar. B\u00f6ylece k\u00fc\u00e7\u00fck bal\u0131k\u00e7\u0131lar\u0131n imk\u00e2nlar\u0131 nispetinde a\u011flar\u0131na tak\u0131lan bal\u0131klar\u0131n say\u0131s\u0131 giderek azal\u0131yor. Yak\u0131n ge\u00e7mi\u015fte sadece insanlar\u0131n besin ihtiyac\u0131 i\u00e7in sahil \u00fclkeleri pazarlar\u0131na sunulan bal\u0131klar ve buzhanelerde muhafaza edilen veya konserve yap\u0131l\u0131p uluslararas\u0131 pazarlara sevk edilenler giderek azal\u0131yor. Haliyle fiyatlar da yerel m\u00fc\u015fterilerin alabilece\u011fi rakamlar\u0131n \u00e7ok \u00fczerine \u00e7\u0131k\u0131yor. Moritanya \u00f6zelinde y\u00fczlerce b\u00fcy\u00fck teknenin tuttu\u011fu bal\u0131klar art\u0131k insan g\u0131das\u0131 olman\u0131n \u00e7ok \u00f6tesine ge\u00e7ti. \u00c7o\u011fu bu \u00fclkede olmak \u00fczere onlarca bal\u0131k unu fabrikalar\u0131 faaliyete ge\u00e7irilerek elde edilen \u00fcr\u00fcnler ba\u015fta domuz ve tavuk yeti\u015ftiricili\u011finde ve \u00e7iftlik bal\u0131k\u00e7\u0131l\u0131\u011f\u0131nda yem olarak uluslararas\u0131 pazarlara g\u00f6nderiliyor. Bal\u0131k ya\u011f\u0131 fabrikalar\u0131 ise ila\u00e7 sanayi ve kozmetik \u00fcretimi yapan \u015firketlere gerekli malzemeyi sa\u011fl\u0131yor. Genelde \u00c7inli olmayanlar\u0131n, hatta yerli bal\u0131k\u00e7\u0131lar\u0131n \u00fcr\u00fcn\u00fcn\u00fc almayan ve de fabrikalarda yerel i\u015f\u00e7i \u00e7al\u0131\u015ft\u0131rmayan \u00c7inli \u015firketler, Bat\u0131 Afrika \u00fclkelerinin devlet adamlar\u0131n\u0131n ve \u00f6zellikle bu avc\u0131l\u0131ktan ge\u00e7imini sa\u011flayanlar\u0131n tepkilerini fazlas\u0131yla \u00e7ekiyor. Bir taraftan bunlara kar\u015f\u0131 tepkilerin arkas\u0131nda Avrupa\u2019daki baz\u0131 \u00e7evreler varken, di\u011fer taraftan en b\u00fcy\u00fck al\u0131c\u0131 olarak da bilhassa Birle\u015fmi\u015f Milletler\u2019in bile bu b\u00f6lgenin kalk\u0131nmas\u0131nda \u00f6ncelikli i\u015f kolu olarak te\u015fvik edilen bal\u0131k unu \u00fcretim tesisleri ciddi bir ikilem olu\u015fturuyor. Bilhassa sonuncular o kadar \u00e7ok g\u00f6ze batt\u0131lar ki, hemen bir yolunu bulup teknelerini \u00e7evre \u00fclkelerin bayraklar\u0131 alt\u0131nda y\u00fczd\u00fcrd\u00fcler. Somali gibi devletler i\u00e7 karga\u015fa ile m\u00fccadele ederken yabanc\u0131 bal\u0131k teknelerinin y\u00fczde 90\u2019\u0131 yasaklanan b\u00f6lgelerde rahat\u00e7a avlan\u0131yorlard\u0131.<\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> Atlas Okyanusu\u2019nun \u00f6zellikle Moritanya a\u00e7\u0131klar\u0131ndan ba\u015flay\u0131p Gine K\u00f6rfezi\u2019ne kadar uzanan Senegal, Gambiya, Gine Bissau ve Gine sahilleri \u00f6zellikle birer bal\u0131k deryas\u0131yd\u0131. Uzun y\u0131llar Avrupal\u0131 bal\u0131k\u00e7\u0131 tekneleri sessiz sedas\u0131z bunlar\u0131n kendilerine yetece\u011finden fazlas\u0131n\u0131 tutup Afrika pazarlar\u0131 da dahil her tarafa bol bol paketleyip g\u00f6ndererek b\u00fcy\u00fck kazan\u00e7lar elde ediyordu. \u201cK\u0131taya medeniyet getiriyoruz, buray\u0131 d\u00fcnyaya a\u00e7\u0131yoruz\u201d diyenler, asl\u0131nda sadece kendi keselerine \u00e7al\u0131\u015f\u0131yorlar, servetlerine servet kat\u0131yorlard\u0131. Sahillere yak\u0131n sularda basit ah\u015fap tekneleriyle g\u00fcndelik ihtiya\u00e7lar\u0131n\u0131 avlay\u0131p yerel pazarlarda m\u00fc\u015fterilerine ula\u015ft\u0131r\u0131yorlard\u0131. Geleneksel bal\u0131k\u00e7\u0131l\u0131k meslekleri ile hem kendileri hem de limanlarda ak\u015fam \u00fczeri d\u00f6n\u00fc\u015flerini bekleyen kad\u0131nlar, bunlar\u0131 m\u00fc\u015fterilerinin isteklerine g\u00f6re temizleyip sat\u0131yor, k\u0131sacas\u0131 herkes ge\u00e7imini bundan sa\u011fl\u0131yordu.<\/span><\/p>  <p><span class=\"large\">K\u0131tan\u0131n sadece bu sahillerinde bug\u00fcnlerde bile takriben 7 milyon yerlinin bu i\u015fle hayat\u0131n\u0131 kazand\u0131\u011f\u0131 tahmin ediliyor. Bunun y\u00fczde 90\u2019\u0131 geleneksel bal\u0131k\u00e7\u0131larla, geriye kalan\u0131 ise sanayi i\u00e7in avlananlarca elde ediliyordu. Ama \u015fimdilerde elde edilen bal\u0131klar\u0131n y\u00fczde 80\u2019i, bundan un ve ya\u011f yap\u0131lan fabrikalara sevk ediliyor.<\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> <strong>\u00c7EVREC\u0130LER TEPK\u0130L\u0130<\/strong><\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> 1990\u2019l\u0131, \u00f6zellikle de 2000\u2019li y\u0131llar, art\u0131k de\u011feri olan ne varsa onun pe\u015finde mutlaka bir \u00c7inli var demekti. 2020\u2019de ise ba\u015fta Avrupal\u0131lar olmak \u00fczere herkesi bir tela\u015f sarmaya ba\u015flad\u0131. \u00c7\u00fcnk\u00fc ad\u0131na end\u00fcstri bal\u0131k\u00e7\u0131l\u0131\u011f\u0131 dedikleri avlanma usulleri ve bunlar\u0131n nas\u0131l de\u011ferlendirildi\u011fine ili\u015fkin art\u0131k \u00e7evrecilerden yerel bal\u0131k\u00e7\u0131l\u0131k derneklerine, siyaset\u00e7ilere kadar giderek artan tepkilerin \u00f6n\u00fc al\u0131nabilecek gibi g\u00f6r\u00fcnm\u00fcyor. \u015eimdilerde 500 civar\u0131nda uzak bal\u0131k\u00e7\u0131l\u0131k i\u00e7in denizlerde dola\u015f\u0131p bu i\u015fi yapan ve \u00e7o\u011fu ait olduklar\u0131 \u00c7in yerine ba\u015fka bir \u00fclkenin bayra\u011f\u0131n\u0131 takarak Afrika sular\u0131nda avlanan teknelerin uluslararas\u0131 deniz hukuku kurallar\u0131na ne kadar uyup uymad\u0131klar\u0131 bir\u00e7ok ara\u015ft\u0131rmaya konu oluyor. Deniz dibinde irili ufakl\u0131 t\u00fcm bal\u0131klar\u0131 kendilerine avlanma sahalar\u0131 olarak belirlenen yakla\u015f\u0131k 45 km a\u00e7\u0131kta yakalamalar\u0131 gereken b\u00fcy\u00fck tekneler, \u00e7o\u011fu zaman sadece bal\u0131\u011f\u0131n bulundu\u011fu yere y\u00f6neliyorlar. B\u00f6ylece k\u00fc\u00e7\u00fck bal\u0131k\u00e7\u0131lar\u0131n imk\u00e2nlar\u0131 nispetinde a\u011flar\u0131na tak\u0131lan bal\u0131klar\u0131n say\u0131s\u0131 giderek azal\u0131yor. Yak\u0131n ge\u00e7mi\u015fte sadece insanlar\u0131n besin ihtiyac\u0131 i\u00e7in sahil \u00fclkeleri pazarlar\u0131na sunulan bal\u0131klar ve buzhanelerde muhafaza edilen veya konserve yap\u0131l\u0131p uluslararas\u0131 pazarlara sevk edilenler giderek azal\u0131yor. Haliyle fiyatlar da yerel m\u00fc\u015fterilerin alabilece\u011fi rakamlar\u0131n \u00e7ok \u00fczerine \u00e7\u0131k\u0131yor. Moritanya \u00f6zelinde y\u00fczlerce b\u00fcy\u00fck teknenin tuttu\u011fu bal\u0131klar art\u0131k insan g\u0131das\u0131 olman\u0131n \u00e7ok \u00f6tesine ge\u00e7ti. \u00c7o\u011fu bu \u00fclkede olmak \u00fczere onlarca bal\u0131k unu fabrikalar\u0131 faaliyete ge\u00e7irilerek elde edilen \u00fcr\u00fcnler ba\u015fta domuz ve tavuk yeti\u015ftiricili\u011finde ve \u00e7iftlik bal\u0131k\u00e7\u0131l\u0131\u011f\u0131nda yem olarak uluslararas\u0131 pazarlara g\u00f6nderiliyor. Bal\u0131k ya\u011f\u0131 fabrikalar\u0131 ise ila\u00e7 sanayi ve kozmetik \u00fcretimi yapan \u015firketlere gerekli malzemeyi sa\u011fl\u0131yor. Asl\u0131nda bir anlamda i\u015fin hamaliye k\u0131sm\u0131n\u0131 \u00c7inli bal\u0131k\u00e7\u0131lar ve onlar\u0131n neredeyse avlad\u0131klar\u0131n\u0131n tamam\u0131n\u0131 verdikleri kendi fabrikalar\u0131 bu i\u015fi sadece para kazanmak i\u00e7in yap\u0131yor. \u00c7ok de\u011fil, yak\u0131n ge\u00e7mi\u015fte Kuzey Avrupa\u2019da Danimarka\u2019da, G\u00fcney Amerika\u2019da Peru ve \u015eili\u2019de, G\u00fcney Asya\u2019da Vietnam ve \u00c7in\u2019de bulunan bu t\u00fcr fabrikalar\u0131n Bat\u0131 Afrika\u2019da Moritanya, Senegal, Gambiya ve Gine\u2019de say\u0131lar\u0131 giderek art\u0131yor. Sadece Moritanya\u2019da 2011\u2019de kurulan Polyhondone isimli bal\u0131k unu fabrikas\u0131n\u0131n y\u0131ll\u0131k bal\u0131k i\u015fleme g\u00fcc\u00fc 100 bin ton iken, 2017\u2019de kurulan Sunrise Oceanic Ressources Exploitaiton Company\u2019nin ise bunun d\u00f6rt misli bir \u00fcretim yapaca\u011f\u0131 ifade ediliyor. <\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> <strong>K\u0130\u015e\u0130 BA\u015eI BALIK T\u00dcKET\u0130M\u0130 D\u00dc\u015e\u00dcYOR<\/strong><\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> Bat\u0131 Afrika \u00fclkeleri, yabanc\u0131 bal\u0131k\u00e7\u0131 teknelerinin b\u00f6lgeye gelmelerini te\u015fvik etmi\u015f. Bal\u0131k, \u015fimdilerde daha ziyade hayvan yemi olarak t\u00fcketiliyor. \u00c7inlilerin bu sekt\u00f6re a\u015f\u0131r\u0131 y\u00fcklenmeleri y\u00fcz\u00fcnden k\u0131tan\u0131n bu b\u00f6lgesinde bal\u0131k yo\u011funlu\u011fu giderek azal\u0131yor. T\u00fcrkiye\u2019den son y\u0131llarda Bat\u0131 Afrika b\u00f6lgesine gelen bal\u0131k\u00e7\u0131 teknelerinin ba\u015flang\u0131\u00e7ta ciddi s\u0131k\u0131nt\u0131larla kar\u015f\u0131la\u015fsalar da en kolay faaliyet g\u00f6sterdikleri \u00fclke Moritanya oldu. 50 kadar bal\u0131k\u00e7\u0131 teknesi ve \u015fimdilerde \u00fc\u00e7 bal\u0131k unu fabrikalar\u0131 ile \u00c7inli meslekta\u015flar\u0131n\u0131n kar\u015f\u0131s\u0131na ciddi rakip olarak \u00e7\u0131kt\u0131lar. Yerel halkla i\u00e7i\u00e7e faaliyetleri ile de daha rahat kabullenildiler. Ancak \u00c7inli onlarca bal\u0131k\u00e7\u0131 gemisinin Senegal bayra\u011f\u0131 alt\u0131nda avlanmalar\u0131, 2020 y\u0131l\u0131 i\u00e7in de 52 yeni gemi i\u00e7in avlanma istemeleri, onlarla ayn\u0131 d\u00f6nemde talepte bulunan sadece iki T\u00fcrk teknesini de Senegalliler nezdinde hedef haline getirmi\u015f durumda.
